Temporary RV Occupancy if you are building a home: Pre-Requisites & Standards
Before placing your RV for temporary stays, ensure the following:
1. Temporary Residence Permit:
– Obtain this from the Building Department after proving compliance with the following standards.
– You’ll pay a fee for both the issuance and any renewals.
– This permit is available only with an active building permit for single or multi-family dwelling construction/renovation. Full plans showing compliance must be submitted during application.
2. One RV Per Parcel:
Only one RV can be occupied per parcel.
3. Site Development Standards:
Follow the standards applicable to single-family dwellings when placing your RV.
4. Utilities & Health:
– Get your sewage disposal and water supply approved by the Department of Environmental Health.
– All utility installations must align with State and local regulations and require inspection by the Building Department and a permit.
5. Safety Measures:
– Ensure your RV is structurally sound against external elements.
– The County Fire Marshal will check for compliance with flammable vegetation clearance as per Public Resources Code 4291.
– Install smoke detectors in every sleeping area.
– If your RV is powered by an internal combustion generator, ensure it’s equipped with a carbon monoxide alarm.
– All heating systems and fuel-burning appliances should comply with the manufacturer’s guidelines.
6. Other Requirements:
– Ensure current DMV registration and operating permit for your RV.
– Your RV should be mobile and set up per the manufacturer’s specifications.
– Don’t charge rent for any temporary occupancy.
– On a County compliance officer’s request, evidence of compliance should be provided, or the occupancy should be stopped.
Seasonal RV Use (April 15 – October 15):
For a maximum of 90 days, RVs can be used seasonally without a Temporary Residence Permit, if:
1. The RV is licensed.
2. The vehicle’s siting complies with the PRC section 4291 regarding vegetation clearance.
3. Notify your Fire District or the California Department of Forestry (if no local Fire District exists) about your RV’s location and obtain regulations from PRC section 4291.
4. Always have a 2A1OBC fire extinguisher in or on your RV.
Overnight Stays for Guests:
Guests can stay in an RV for up to 90 days annually on a parcel with a legally established dwelling without a Temporary Residence Permit. Ensure the seasonal use standards (1-4) are met.
